Bug 1278 back? REST does not work properly when 'Accept-Charset' http header available in the request

I'm testing with Axis2c 1.6.0 and am seeing the same problem above. If
I send a REST request using Chrome or Firefox, which set the charset
header to:
Accept-Charset: ISO-8859-1,utf-8;q=0.7,*;q=0.3

my service gets called, but Apache responds back:
<html><head><title>406 Not Acceptable</title></head><body><h2>Not
Acceptable</h2><p>An appropriate representation of the requested
resource could not be found on this server.</p></body></html>

If I try without this header, everything works fine. Has the bug crept back in?

Additional detail:
The GET requests work fine and client receives data properly. My PUT
request, that doesn't receive any data back fails. Weird. I would have
thought the other way around.

Please advise if I should open a bug.
